Forecasters say a slow-moving band of heavy rain is travelling eastward from Cornwall into Devon. Cornwall and Scilly saw heavy rain this morning with east Cornwall and South Devon set to see the brunt this afternoon. Up to 30mm of rain will fall in places, leading to localised flash flooding. A spokesman said: "The public are advised to take extra care and refer to the Highways Agency for further advice on traffic disruption on trunk roads." The Environment Agency has issued flood alerts of parts of the River Tamar and coastal areas around parts of South Devon.

Government media reported that at least 167 people were evacuated to the municipal complex in Zamboanga del Norte province. Heavy rains the past days have flooded some villages in Dipolog City. Thousands of families were also left homeless earlier this month after flash floods triggered by continuous rains hit many provinces in the southern Philippines and killed and injured dozens of villagers. In Sulu province, eight people had been killed by flash flood and submerged the capital town of Jolo. President Benigno Aquino visited Sulu on February 11 and distributed relief goods together with local officials headed by Governor Sakur Tan and Mayor Hussin Amin to thousands of villagers in the town.

Heavy rain caused flooding on several stretches of roads after Sungai Gombak and Sungai Bonus overflowed. Many vehicles were trapped when their paths were blocked by flood waters which rose as high as 0.7m. A Kuala Lumpur City Hall (DBKL) operations room spokesman said the flooded areas included Jalan Tun Razak, Jalan Gurney and Jalan Gurney Kiri, Jalan Ampang in front of the Risda Building and Jalan Semarak. He said the flood waters had obstructed traffic in some areas, but added that vehicles heading towards the Jalan Pahang roundabout were not affected. He also said five cars were reported to be submerged in flood waters in Jalan Gurney Kiri. “Thirteen houses were flooded, of which 12 were located in Taman Sri Rampai and one in Taman P. Ramlee, Setapak,” he added. The Smart Tunnel was closed at 4.20pm to drain the flood waters. “The tunnel from Seremban to Kuala Lumpur was still closed while the tunnel from Kuala Lumpur to Seremban is back to normal,” a Smart Expressways spokesman said last night. He said the lower deck of the tunnel in both directions had been shut down. “We are monitoring the situation on both sides of the tunnel and it will be re-opened as soon as the flood waters subside,” he added. Bernama reported that 40 people, including 16 children, were trapped by flood waters at the Multimedia College in Jalan Gurney Kiri for about 15 minutes. Jelatek Fire and Rescue Services chief Isa Ahmad said that 23 women and a man, all students, were holed up on the first floor of the two-storey building. At a kindergarten nearby, 16 children aged between 16 months and four years were surrounded by flood waters. All were taken to safety by firemen from Jelatek, Chow Kit and Jinjang fire stations. Isa said about 50 cars parked at the building were submerged in water.

The storm struck the provincial capital at about 1.40pm, which soon covered the streets, roads and rooftops with hailstones. Reports from various localities of the city suggested that traffic jams made driving miserable on roads, which were fully covered with ice. The jubilant youth came out on the roads, making photographs and movies of the falling hailstones. Reports reaching from different parts of the city indicated that all localities of the city were hit by the hailstorm, while some areas received light shower. It may be recalled that intermittent rain had started lashing the city for the last few days but the hailstorm hit on Monday. According to sources in the Met office, the mercury dropped significantly after the hailstorm. They predicted that rains would continue to lash the city and its adjacent areas for another week.

Balochistan Government has declared emergency in Quetta due to incessant rains an abnormal phenomena during the month of February. Over four inchs rain fall has been recorded which is double of the normal rainfall. The Quetta valley is in the grip of cold, rains and heavy snowfall on the mountains. The hailstorm continued in the city for ten minutes forcing the people to remain in doors to protect themselves from severe cold. The commercial and social activities remained suspended. The streets and roads were inundated because of the chocked sewerage system. There were complaints of low pressure of gas. The weather prophets have warned of heavy rains and thunderstorm for the next forty-eight hours. The people in the low lying areas have been warned to take precautionary measures to protect them from the flash floods.

Situation: Ten people died and more than 8,000 were left homeless in southern Brazil after heavy rain began pelting the area Friday, civil defense officials from three states reported. The rain had mostly moved out of the area by Monday. Two of those who died were buried Sunday in a mudslide caused by rain in Parana state. In Parana, more than 23,000 people were affected by the rain, and at least 8,453 people were left homeless, civil defense officials said. More than 2,700 homes were destroyed by the weather, the agency said. Mudslides blocked some major highways in the state, but authorities managed to clear some by Sunday night. In the neighboring state of Santa Catarina, one death was reported, officials there said. The victim was driving a car that fell in a river on Saturday and was not recovered until Monday, civil defense officials said. The driver had drowned. Earlier, seven people lost their lives in Rio do Sul state, civil defense officials said. Two people remained missing, one in Parana and one in Rio do Sul, officials said.

Flooding has closed State Highway 2 at Opoutere, Hikuai/Settlement Rd, Hot Water Beach Rd, Wades Culvert, Te Rerenga and Manaia. At Opoutere, forestry logs have also been washed down the hills onto SH25. As of 9.30am, residents cannot travel from Thames to Tairua, Pauanui or Whangamata, from Thames to Coromandel township, Tairua to Whitianga, and from Whitianga to Coromandel township, the Thames Coromandel District Council said. There is flooding across the fords in the Kauaeranga Valley and Victoria Street in Thames, and minor slips on Kennedy Bay Rd, Blackjack Rd and the 309 Rd, but the roads are still passable. The council said flooding is expected to worsen around high tide from about 10am till midday. On the East Cape flooding has also closed SH35 north of Te Puia Springs and East Cape Rd at Te Araroa is closed due to flooding, a slip and fallen trees. n Auckland, a Fire Service spokesman said there had been no reports of flooding overnight and crews had only attended two weather related callouts in Auckland - a downed tree in Parnell and another in Otara. A Parnell family had to clamber over a fallen oak tree to get out of their house this morning. The tree fell on a car and damaged the front entrance of the house, blocking in the occupants.

The heavy rain has now cleared for Northland and Auckland, and should clear for the Coromandel Peninsula by 10am. But heavy rain warnings remain in place for Bay of Plenty, Gisborne and Hawkes Bay, MetService said. Forecaster Geoff Sanders said rain was continuing to fall steadily this morning in Gisborne at 2.5mm an hour. A further 30-50mm is expected in the Bay of Plenty east of Rotorua up until midday as the heavy rain eases from the west this morning. Up until 1pm another 40-60mm is forecast for Gisborne, possibly peaking to as much as 25mm an hour, and until 2pm another 40-60mm is expected for the Hawkes Bay north of Napier. Mr Sanders said the east North Island would continue to get light rain this afternoon but by early tomorrow morning those falls should be gone. MetService warned the rainfall could lead to slips and swollen rivers and coupled with very high tides could threaten to cause surface flooding in low lying coastal areas.

Heavy rains coupled with runoffs from the Banthad mountain range in the past few days have now inundated eight districts in the province, including Muang district, by early Saturday, affecting over 28,000 people while 45,000 rai of farmland is now under water. The floodwater level in four villages in Muang district alone now measures over 1.50 metres, while roads to other villages are now cut off from the outside world. Thirteen flat-bottomed boats have been dispatched to assist affected villagers in buying necessities. The Meteorological Department office in Songkhla province has issued its sixth warning after flooding hit the southern region adding that high waves in the Gulf and heavy rains would continue on the eastern side of the Gulf for the next one or two days due to a persisting high pressure system from China still covering Thailand. People living in flood-prone areas in the South should stay on alert for heavy rains which could bring flash flooding and landslides between Saturday and next Monday, the department said. Small ships should stay ashore between this period due to high waves which are expected to be between two to three metres.

Location: Thailand Phatthalung Province Phatthalung-wide Situation: Heavy downpours have caused serious flooding in five southern provinces with Nakhon Si Thammarat the hardest-hit. Following heavy rainfall in the South, flash floods have already hit Nakhon Si Thammarat, Phatthalung, Surat Thani, Trang and Chumphon. Torsak Wanitkhachorn, director-general of the Meteorological Department, said a cold air mass has moved down from China to the northern and northeastern parts of Thailand lowering temperatures and bringing rain that started yesterday and is expected to last until tomorrow. Heavy downpours in the south have caused flooding and wrecked havoc in many areas. Residents in the southern provinces from Surat Thani to Narathiwat, especially those living near mountainous areas, should be cautious about flash floods, said Mr Torsak. In Nakhon Si Thammarat, 12 districts, including the downtown area of Nakhon Si Thammarat municipality, have been inundated. Flood levels have reached two metres in certain areas.

The 12 districts are Ron Phibun, Lan Saka, Phipun, Chulabhorn, Phra Phom, Chalerm Prakiat, Hua Sai, Cha-uat, Nop Phi Tham, Pak Phanang, Phrommakhiri, and Muang. Theera Minthrasak, Nakhon Si Thammarat governor, said they were bracing for more flooding as heavy downpours were expected to continue. The roads linking between Nakhon Si Thammarat, Phatthalung and Trang and between Nakhon Si Thammarat and Surat Thani are covered in 50cm of flood waters, making them impassable for small vehicles. In Phatthalung, nine districts are flooded, affecting about 38,000 families and 60,000 rai of farmland, officials said. The nine districts are Muang, Khuan Khanun, Kong Ra, Si Nakharin, Pa Phayom, Khao Chaison, Si Banphot, Bang Kaew, and Tamot. Flood levels in some areas reached two metres. Phisit Bunchuang, the Phatthalung governor, has already declared eight of the nine districts _ except Tamot _ disaster zones.

In Surat Thani, heavy rain caused serious flooding in Don Sak, Kanchanadit, Wiang Sa and Chaiya districts, damaging roads and paralysing traffic. Ferries to Samui, Phangan and Tao islands have ceased operations as waves in the Gulf of Thailand off Surat Thani have reached three to four metres high. Theerayut Iamtrakoon, the Surat Thani governor, is expected to declare disaster zones in the province. In Trang, flooding Muang, Na Yong, Huai Yot and Wang Wiset districts. The flood levels ranged between 20cm and one metre, said So Hemakun, the chief disaster prevention and mitigation officer in Trang. Chumphon Governor Phinit Charoenphanit, said he had declared Muang, Sawi and Lang Suan districts flood disaster zones.

In a report posted on its website Monday, the NDRRMC said the floods caused by heavy rains hit downtown Jolo at 3 p.m. Saturday. "Five barangays, namely Asturias, Tulay, Takut-takut, Chinese Pier and some parts of San Raymundo were inundated with floodwaters two to three feet deep. About 300 pedestrians were also stranded," the NDRRMC said. However, the NDRRMC said the water subsided at around 8:00 p.m. on Saturday, with no casualties reported. The NDRRMC said the police, military, Coast Guard and local government conducted rescue operations.

Event: Flood Location: Thailand Phatthalung Province Phatthalung-wide Situation: The Prime Minister’s Office has warned residents in Phuket to brace for flooding, which has already stalled services at Nakhon Sri Thammarat and Samui airports. Thousands of passengers were stranded on Koh Samui in Surat Thani province yesterday, while Nakhon Sri Thammarat Airport has been closed since Sunday. Bangkok Airways canceled all 36 domestic and international flights in and out of Samui yesterday, due to the severe thunderstorms hitting the island and the surrounding area. The airline said affected passengers should contact its ticketing office to rebook their flights at no additional charge. Tourists on the island of Samui had completely lost access to the mainland as of press time because ferry services were also suspended. As the severe flooding raged on in the South, the death toll rose to nine. Floodwaters are now wreaking havoc in the provinces of Chumphon, Nakhon Sri Thammarat, Surat Thani, Trang, Krabi and Phatthalung. Minister to the Prime Minister's Office Satit Wongnongtaey, who chairs a committee on flood-relief operations, yesterday told inhabitants and authorities in Phang Nga and Phuket provinces also to brace for possible flooding, with heavy downpours expected to continue in the South until tomorrow. “We are paying great attention to landslide risks. People in risk areas have already been evacuated,” Mr Satit said. There are 28 landslide-prone spots in Phatthalung alone. In the wake of the serious flooding, Nakhon Sri Thammarat Governor Thira Mintarasak said he had declared the whole province a disaster zone. “The situation is worrying. I have instructed rescue workers to help get the sick, the elderly, pregnant women, children and those with disabilities out of risk areas first,” he said. Floodwater was still more than one meter deep at various locations in Nakhon Sri Thammarat yesterday. Transport Minister Sophon Saram told the Cabinet that although the water level at Nakhon Sri Thammarat Airport had dropped, it was still raining in the area. He said officials would have to check infrastructure at the airport before deciding whether it was safe to resume services. Civil Aviation Department Director-General Somchai Janrod said the water level at the airport had fallen from 50 to 20 centimeters. “We have assigned officials to clean and clear the runaway and taxiways,” he said. He added that it would take at least a week to check the electrical system because the power supply had been cut at the airport. The situation in other parts of Nakhon Sri Thammarat province is also serious. “This is the worst flooding in three decades,” said Tha Sala Hospital Director Kitti Rattanasombat. He said his hospital had already transferred more than 30 inpatients to another medical facility because of the rising floodwater. Kitti added that the flooding had caused about 40 million baht in damage to medical equipment and a power generator. Public Health Minister Jurin Laksanawisit said the floods had also ravaged 10 other hospitals in the South. There were now eight confirmed deaths, seven of them in Nakhon Si Thammarat and the other in Surat Thani, he said. However, locals in Phatthalung reported a ninth death, that of seven-year-old Zordeeleen Senkliang. To date, 13 districts of Surat Thani have been declared disaster zones, with the inundation causing damage to four bridges, 11 roads and two temples. Education Minister Chinnaworn Boonyakiat said the flooding had damaged 613 schools in Trang, Krabi, Nakhon Si Thammarat, Surat Thani, Songkhla and Phatthalung. Meanwhile, just as the floods have been raging in the South, Mr Satit said 47 other provinces were suffering from drought.
